DAO Kathmandu Issues Holi Guidelines Ahead of Election




The District Administration Office (DAO) Kathmandu has called on the public to celebrate Holi in a peaceful and disciplined manner this year.

In a public notice issued ahead of Fagu Purnima (Falgun 18), the office extended festival greetings while reminding citizens to maintain order and respect the guidelines.

Avoid Disorder and Public Disturbance

The DAO expressed concern over rising incidents of unruly behavior during Holi in recent years. It has strictly warned against:

  • Forced application of colors
  • Throwing water balloons or splashing water without consent
  • Public quarrels and disturbances
  • Alcohol consumption that disrupts social harmony

Officials stated that such activities can affect public peace and security.

Election Code Restrictions in Place

With the upcoming House of Representatives election, the DAO also highlighted restrictions under the Election Code of Conduct 2082.

During Holi, individuals are not allowed to wear or display:

  • Party symbols
  • Candidate photos
  • Election logos on T-shirts, caps, scarves, or vests

The office emphasized that any political display during public gatherings or rallies is strictly prohibited.



Public Gatherings Restricted

While people are free to celebrate inside their homes or private compounds, the DAO has restricted:

  • Large gatherings on public roads
  • Fairs, concerts, and stage programs
  • Public sale and consumption of alcohol

These measures aim to ensure safety and maintain election security.

Legal Action for Violations

The administration has warned that anyone involved in unlawful or disruptive activities will face legal action under existing laws.

As Holi approaches, authorities have urged everyone to celebrate responsibly and preserve the cultural spirit of the festival without disturbing public order.
